Guide · Rules
Finnish law and the safari operators draw the lines in different places. This page sets out both: the legal minimum, the stricter rules on the listings, and where kids on a snowmobile in Levi actually sit.

The rules at a glance
Start with the legal floor, because the operators build on it. Traficom, Finland's transport agency, says you may drive a snowmobile from the age of 15.1 A category T licence is what Traficom requires on official snowmobile routes and wherever you cross a road.2 Almost all of the network around Levi is made of official routes, so in practice the licence question applies to nearly every ride.5
A category T licence sounds exotic, but most visitors already hold it. The Finnish Road Safety Council states that categories A1, A2, A and B also include category T, while a moped or light quadricycle licence (category AM) does not.3 Traficom adds that with a tractor licence in category T you can also drive a snowmobile, and that this licence can be taken from 15.6
The Municipality of Kittilä, which builds Levi's route network, repeats the same rule for its own trails: a category T licence and a minimum age of 15.7 Visit Levi keeps it simple on the resort's snowmobile page: a snowmobile driver is required to have a driving licence.4 So if you drive a car at home, the law is on your side. The operators, however, ask for more.
Before you ride
At booking
Two people share each snowmobile on most rides.
Packing
Photos and copies are refused on several rides.
At the office
Some operators ask to see it before departure.
Kit
Mandatory for drivers and for people in a sleigh.4
Damage cover
Optional cover is sold before the tour starts.
Where a Levi listing names a driver age, the age is 18, not 15. This site's safari asks for a driver of 18 with a valid physical licence and tells you to bring it. The Wild Nordic rides want a physical B licence and turn away copies, photos and digital licences. The Arctic Circle Snowmobile Park ride wants class B, readable in English, and refuses provisional licences and photos.
Some operators widen the door a little. Three rides accept a car or a motorcycle licence, and one of them adds that drivers need zero blood alcohol. The legal drink-driving limit for snowmobiles is 0.5 per mille, so an operator asking for zero is stricter than the law.8 Plan your evening drinks after the ride, not before it.
The consequence of getting it wrong is the same almost everywhere. Without the licence on the day you cannot drive, and several operators say plainly that there is no refund in that case. Pack the plastic card, not a scan on your phone. If your licence is not in Latin script, ask the operator in advance what they accept.

Category B includes the T licence the routes require.3
The law allows 15; listings that name an age set 18.1
Ages 4-14 ride in the sledge on this site's safari.
Over 140 cm and strong enough to hold the handles.
Some rides take guests without a licence in the sled.
You may carry at most one passenger on a snowmobile if it has a seat and foot rests for the passenger and the registration certificate permits the transport of passengers. The passenger must wear a helmet.
The law on passengers is short. Traficom allows at most one passenger on a snowmobile, and only if it has a seat and foot rests for them and the registration permits it; the passenger must wear a helmet.13 That is why the safari machines carry two people and never three, and why the person behind you swaps seats with you rather than squeezing in a third.
On the guided rides the second seat is usually shared between two adults who take turns. This site's safari puts 2 people on each snowmobile, as do almost all the others. Where you travel alone, the operator either pairs you with someone from another group or sells you a single ride; the Wild Nordic rides say solo travellers may have to share with another party.
Helmets are not a formality. Visit Levi says a helmet is mandatory both for the drivers and for people in a sleigh.4 The Finnish Road Safety Council lists the missing or badly worn helmet among the typical causes of snowmobile accidents, together with excessive speed for the situation.14 The guide will check the strap before the start; check it again after every stop.

Children almost never drive on a safari, and most of them do not sit on the snowmobile either. On this site's ride, infants up to 3 cannot come, children aged 4-14 sit in a sledge behind the guide's snowmobile, and a child over 140 cm who is strong enough to hold the handles may ride as a passenger on an adult ticket. Other operators draw the same line at 140 cm, with their own age bands.
The bands are worth comparing. The Arctic Circle Snowmobile Park seats children aged 1-13 in the sled behind the guide. The Wild Nordic rides ask that children 7 and under ride with an adult in the sleigh and do not take children of 3 or younger. The ice-fishing ride from the snowmobile park suggests that a parent sits with a small child in the sled.
The towed sled has its own rules. Finnish law limits a snowmobile pulling passengers in a sled to 40 km/h, and forbids carrying passengers in the sled at all when the snowmobile is on a road.1115 The Finnish Road Safety Council makes the driver responsible for a helmet on any child under 15, and extends the helmet rule to anyone riding in an open sledge.16
If your children are the reason for the trip, pick a ride designed around them. One three-hour family snowmobile safari in Lapland picks you up at the ski resort, pulls the children in a sled under warm blankets on the main ride, and then lets them drive mini snowmobiles on a specially designed track. Children can ride those mini machines on their own up to the age of 12.
Its other rules are typical: under-17s may ride as passengers only if they are 140 cm or taller and booked at the adult price, and drivers must be 18 with a car or motorcycle licence. Prices assume 2 people per snowmobile, with your own machine as an add-on. It is rated 4.73 from 14 reviews and starts from $234.
For younger children a short ride is often the better first step. The one-hour beginners' tour lets anyone without a licence join as a sled ride behind the guide, and it is not for children under 4. An hour in a sled is plenty for a small child; a long afternoon can feel endless. Dress children more warmly than yourself, since they move less in the sled than you do on the seat.
Some rides are built for adults, and their listings say so. The three-hour ride with groups of 15 is not suitable for children. The adults' safari needs at least 2 adults to run and takes no children under 13, though taller children may ride as passengers at the adult rate. The tour to the Snow Village is for adults only, because the total driving distance is around 90 km.
Health limits sit alongside the age limits. This site's ride is not recommended for pregnant women or people with a fragile musculoskeletal system. The family safari lists heart complaints, back and hip problems among the conditions it does not recommend riding with, a useful reminder that a snowmobile bounces more than it looks.
None of this is meant to put you off. It is meant to stop the awkward moment at the counter when one of your group cannot ride as planned. Read the age and height lines in the listing for every person you book, and check the heights of children before you leave home rather than guessing on the day.
Driving a hired snowmobile makes you responsible for it. On this site's safari the driver is liable for damage up to a fixed cap per accident, and an optional insurance bought on the spot before the tour lowers that cap sharply. The Arctic Circle Snowmobile Park sets its cap per person per snowmobile and sells a similar cover, which must be bought before the start. Only the driver signs for this, so decide who drives before you reach the counter.
On the trail the guide sets the pace, but the law sets the ceiling. Traficom puts the top speed at 60 km/h on land, 80 km/h on open ice, 60 km/h on routes across ice and 40 km/h when pulling passengers in a sled.91011 Visit Levi adds 30 km/h in village centres and dangerous places.12 On snowmobile routes the Road Traffic Act applies and you keep to the right.17
One habit matters more than any number. The Finnish Road Safety Council describes a typical first-timer mistake: in a curve the throttle is pressed by accident, the snowmobile accelerates hard and leaves the track.18 Keep your thumb light, look where you want to go, and let the machine slow before the bend rather than in it.

15, by law. Traficom allows driving from 15; the Levi listings that name a driver age set 18.1
Yes, category B includes T. Categories A1, A2, A and B include category T, the licence needed on official routes.32
Usually not. The Wild Nordic rides refuse copies, photos and digital licences; bring the physical card.
In a sledge behind the guide. On this site's ride children aged 4-14 sit in a sledge pulled by the guide's snowmobile.
From 140 cm, at the adult price. A child over 140 cm strong enough to hold the handles may ride as a passenger on an adult ticket.
In an open sled, yes. Passengers in a covered sled need no helmet; anyone in an uncovered sled must wear one.19
The driver, up to a cap. On this site's ride the driver's liability has a cap per accident, and an optional cover bought on the spot lowers it.
